Speech and Debate Timekeeper is an open source, multi-platform timer for speech and debate competitions. It has speech order and time limits preset for Policy, Lincoln-Douglas, Parliamentary, Public Forum, World Schools, Karl Popper, and miscellaneous debate formats as well as individual events. This timer gives visual and/or spoken time signals at user defined intervals so that you will never have to give manual time signals or frequently look at the time. At the end of each speech, cross-examination, or preparation, the timer automatically sets itself to time the next thing that needs timing at the push of a button. No stopwatch or general purpose timer comes this close to fulfilling the role of a dedicated timekeeper in a round. Features
- Simple stopwatch style interface simultaneously shows time elapsed and remaining. Buttons are large so that they can be finger pressed on touch screen PDAs.
- Visual time signals on a color coded background indicating minutes or seconds remaining using a traffic light coloring scheme.
- Spoken time signals or tones, including protected minute alerts for points of information in constructive speeches of Parliamentary debates.
- Tracks speech order and prep times. Default time limits are set according to the selected event and are adjustable.
- The name of the speech or task being timed is displayed in the title of the window.
- Navigational buttons set the timer to time the previous or next task.
- High contrast display setting with black text on a white background.
- Context sensitive help screens are available from drop down menus.

Fixed bug where the Help and About windows from the Time Signals dialog window did not display visibly and blocked access to the Time Signals dialog. Spoken time signals now use a more natural sounding voice. Added Asian Parliamentary debate format with 7-7-7-7-7-7-4-4 speech time structure and 30 minutes of prep time. Tones indicating protected time are given in the 7 minute speeches, but not in the 4 minute reply speeches. Parliamentary debate format for U.S. high schools is now the California High School Speech Association (CHSSA) format. The speech times are the same, but tones indicating the protected time are now also given in the rebuttals to reflect CHSSA rules which allow points of information to be raised in rebuttals. The virtual machine supplied with the Palm Z22 package is now the correct one. The one in the previous releases caused the Z22 to crash. Voice files have been removed from the Palm Z22 version since the Z22 does not support voice playback. The program now uses significantly less memory on the Z22. Fixed midnight rollover bug that affected non-Palm platforms. Added Set menu to the menu bar of the timer window. The Set menu contains a menu item for setting the prep time for both sides at once. Maximum time limit that can be set changed to 99 minutes (was 59 minutes). Event selection window is hidden after selecting an event so that does not stick out underneath the timer window on devices with rectangular displays.
