It sits in the status bar, and checks every once in a while to show you how much the application is using in terms of resources:

2 - Mid Usage
3 - Heavy Usage
You can then click on the icon itself to see exactly which programs are responsible for the heavy resource usage, which may lead to lagging, skipping, or heavy battery drain.
